Beschreibung

The procurement “SP-SW-02 Initial Space Weather Service Operations” will be funded by the SSA Component of the Space Programme and will therefore be open to economic operators established in an EU Member State. It is also open to all natural and legal persons established in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement. Where the Agreement on Government Procurement concluded within the World Trade Organisation applies, the participation is open to all natural and legal persons established in the countries that have ratified this Agreement, on the conditions laid down therein. This activity will constitute the establishment and operation of the initial EU Space Weather service including interfacing with end users and provision of the service. The scope of the service shall cover all relevant space weather phenomena and their potential impact on spacecraft operations and space surveillance and tracking (SST) activities. The aim of the service shall be to reduce vulnerabilities of European operators within the domain to negative impacts of space weather, reducing the duration of any resulting service disruption, and supporting the operational activities of SST services. The service shall provide the users with timely and reliable space weather bulletins and alerts based on near real-time monitoring, nowcast and forecast of space weather conditions and their potential impacts on spacecraft along with information to support post-event-analysis. It will include a helpdesk with both technical and domain specific support available to service users when needed, both during and outside normal working hours. The Invitation to Tender (ITT) will be published on esastar Publication. In order to access the ITT Package from esastar Publication, Tenderers must be registered in esastar as potential ESA suppliers. This allows new users wishing to do business with ESA to carry out their registration in two steps. While “Light” registration will grant access to all esastar services up to and including proposal submission, the award of ESA contracts requires “Full” registration.
